What Is an Electrical Installation Condition Report (EICR)?
An Electrical Installation Condition Report (EICR) is a formal inspection and testing process used to assess the safety and condition of the fixed electrical installation within a property.
The purpose of an EICR is to confirm that the electrical installation is:
• Safe for continued use
• Free from immediate or potential electrical hazards
• Compliant with current safety standards
• Suitable for ongoing service
During the inspection, a qualified electrician will examine and test key parts of the installation including:
• Consumer unit (fuse box)
• Earthing and bonding arrangements
• Wiring systems
• Socket outlets and switches
• Lighting circuits
• Protective devices such as RCDs and RCBOs
Testing is carried out in accordance with BS 7671:2018 + Amendment 3:2024 and IET Guidance Note 3.
Once the inspection is complete, a detailed report is issued showing the condition of the installation and any issues that may require attention.
Understanding EICR Observation Codes
Any issues identified during the inspection are recorded using standard classification codes.
C1 – Danger Present
There is an immediate risk of injury and urgent remedial work is required.
Examples may include:
• Exposed live parts
• Severely damaged accessories
• Overheating or burning connections
If a C1 issue is discovered, the electrician may make the installation safe immediately.
C2 – Potentially Dangerous
A potentially dangerous situation exists which requires urgent remedial action.
Examples may include:
• Lack of RCD protection for socket circuits
• Absence of main protective bonding
• Incorrect circuit protection
A report containing C1 or C2 observations will be classified as Unsatisfactory.
C3 – Improvement Recommended
The installation is safe to use but does not meet current regulations.
Examples may include:
• Older consumer units without RCD protection
• Lack of surge protection devices
• Older wiring systems still in serviceable condition
C3 observations do not make the report unsatisfactory but upgrading is recommended.
FI – Further Investigation Required
Further investigation is required to determine the cause of an issue.
This may occur when:
• Test results are inconsistent
• Hidden wiring cannot be fully assessed
• Additional inspection is required
